The Rilaoan island was set up as a special governance zone allocating equal parts of oversight to the United States, Brazil and the newly formed sovereignty of Rilao through a central parliament. U.S., Brazilian and Rilaoan political parties are represented and each collectively given one vote amongst their internal politics totaling three votes in all that are used to pass laws for the island.

While the system ensures there will never be a tie, tensions exist between the three factions hoping to gain supporters that percolates into their proposals for government led initiatives including public works and education.
